That's a per annum, which isn't a great investment increase for that kind of investment, in saying that it's low risk you pretty much assured of around 2% per annum. Apparently the funds that are doing well at the moment are the guaranteed property funds. They have a risk factor of obviously not doing well but you are guarantees not to lose any money and at certain points they do lock-ins. So say for example a fund goes up by 11% there can be a lock-in, in which case you now can't lose less than 111% of your initial investment based on the current value of the fund. Apparently that just happened with one of the accounts at the moment. Not sure of the full details but that's the jest of it from a friend who works in EBS on these funds.
